Is this a SAFE cooking technique for this dish?

I was told about a Cooking technique that uses STEAM to cook the meal vs. the dry cooking style on a frying pan.
The recipe I heard is a steaming "device" that cooks a Cheeseburger (as per the Demo on the televised program.)

What "device" is this that uses an American Cheeseburger as it’s MODEL MEAL?

And – is this method of cooking SAFE to cook the meals?
